VICE-MINISTER OF NATIONAL DEFENCE OF THE REPUBLIC OF LITHUANIA

VYTAUTAS UMBRASAS

 

Vytautas Umbrasas, Vice-Minister of National Defence of the Republic of Lithuania, assumed the responsibilities of Vice-Minister of National Defence in December 2016 and is in charge of defence policy, international security and defence cooperation issues. He also held this post from 2008 to 2012.

Mr Umbrasas’ extensive work experience in the areas of internal and foreign policy with the main focus on defence includes different positions at the Parliament of the Republic of Lithuania, Office of the President, Ministry of Foreign Affairs. He has also acted as the Minister Counsellor at the Consulate General of the Republic of Lithuania in Kaliningrad, the Russian Federation, and in 2014-2015 was the Acting Consul General of the Republic of Lithuania in Kaliningrad.

Mr Umbrasas holds a Master’s Degree in History. He has attended professional training programmes at George C. Marshall European Centre for Security Studies and NATO Defence College in Rome.  

 

The areas which fall within his competence are: defence policy, Euro-Atlantic cooperation, international cooperation, national defence system and host nation support, mobilisation and civil resistance, military service policy (military personnel policy), officers training, strategic communication and public relations, crisis management.
