Ambassador Basat Öztürk graduated from the Faculty of Political Sciences of Ankara University in 1985. He worked in the various departments of the Ministry of Foreign Affairs: From 2004 to 2007 Ambassador Öztürk served as a Head of Maritime Affairs Department, Deputy Directorate General for Maritime and Aviation in the Ministry of Foreign Affairs; From 2009 to 2013 he served as an Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey in Kabul, Afghanistan; From 2013 to 2015 he served as an Ambassador, Director General for Multilateral Political Affairs, Ministry of Foreign Affairs; From 2015 to 2016 he served as an Ambassador, Director General for International Security Affairs (NATO, OSCE, Arms Control and Disarmament).

As of 2016 Ambassador Öztürk is Deputy Undersecretary at the Ministry of National Defense. He speaks English. He is married and has two daughters.
